Estyn’s Thematic Survey Report ‘Youth Support Services in Wales The Value of Youth Work’

As you will be aware, the Welsh Government through its annual remit letter for 2017-18, asked Estyn to survey youth support services in Wales.  During that survey, one of Estyn’s HMI will have contacted you in a call for evidence, and may have followed that up with an interview or interviews, with yourself and others within your organisation.

Estyn’s report is the first in a series arising from a joint project examining issues around support for young people in Wales. This project is being carried out by Estyn, Care Inspectorate Wales, Healthcare Inspectorate Wales and the Wales Audit Office working together as Inspection Wales. 

The report contains a series of recommendations for providers of youth support services, local authorities and Welsh Government.  Please refer to the ‘main messages’ section for a quick overview of the report.  The main body of the report provides the key detail to support the conclusions.  There is also useful information in the appendices and glossary. 

The messages are generally positive and supportive to the sector.  Estyn found youth work as a way of working with young people is ‘alive and kicking’ in Wales, and that professional youth workers work really hard at maintaining this, even when working in services which are very targeted.  This youth work methodology provides something special to those services, which helps them help young people achieve, especially in some of the most trying and disadvantaged circumstances.

There is however a lot of work to do, to make sure young people get the services they need and deserve.  Not least, the sector needs to agree how it plans for services, prioritises its work, and maintains the youth work ethos within all youth support services, in order to ensure young people’s rights are assured.

The key messages from the report are as follows:

·         Youth support services are educational services.

·         The statutory basis for youth support services is found within education legislation beginning with the 1944 education act, and more recently in the learning and Skills Act (2000), and expanded further in the Welsh Government’s statutory guidance Expending Entitlement (2002).

·         Youth support services are defined broadly within both the legislation and in Extending Entitlement, and intentionally cover not only focussed intervention services but also the services traditionally provided through local authority and voluntary sector youth services.

·         Extending Entitlement makes youth work central to youth support services provision.

·         There is a clear and profound difference between generic ‘work with young people’ and ‘youth work’.

·         Youth work is a specific way of working with young people, which is defined, has a clear ethical base, and is set against professional occupational standards.

·         The most effective services for young people, including intervention services are those, which are underpinned by youth work values, and are delivered through the medium of youth work.

·         Unfortunately, youth work is frequently confused with settings in which young people gather, or with organised activities provided for young people, this creates confusion when the value of youth work is discussed.

·         The breadth of youth support services available to young people is decreasing, with an increasing focus on intervention services at the expense of valuable community based social, recreational opportunities for young people.

·         Young people’s access to services in Wales are too dependent upon where they live.

·         Although Extending Entitlement remains in force as Welsh Government guidance for this work, its influence has declined.

·         Youth support services are available through both the Welsh and English languages, however the strongest focus is on the provision of Welsh medium cultural activities and less on bilingual activities, and targeted support work through the medium of Welsh.

·         The local authority and the voluntary sector both deliver valuable services to young people, and in many instances work well together in partnership to provide local services.  However, the status of voluntary sector work is generally not equal to that of local authority work when it comes to strategic planning at a local or regional level.

Bellach, mae Estyn wedi cyhoeddi’r adroddiad ar ei wefan.  Mae’r adroddiad ar gael yma, a’i enw yw ‘Gwasanaethau Cymorth Ieuenctid yng Nghymru: Gwerth Gwaith Ieuenctid.  Mae croeso i chi ddosbarthu’r adroddiad yn helaeth ymhlith eich cydweithwyr, eich rhanddeiliaid a phobl ifanc.  Petaech yn dymuno trafod unrhyw rai o’r materion a godir yn yr adroddiad, mae croeso i chi gysylltu â mi (gerard.kerslake@estyn.llyw.cymru) neu Lin Howells AEM (linda.howells@estyn.llyw.cymru).

Adroddiad Estyn yw’r cyntaf mewn cyfres yn deillio o brosiect ar y cyd sy’n archwilio materion yn ymwneud â chymorth i bobl ifanc yng Nghymru.  Cyflawnir y prosiect hwn gan Estyn, Arolygiaeth Gofal Cymru, Arolygiaeth Gofal Iechyd Cymru a Swyddfa Archwilio Cymru yn gweithio gyda’i gilydd fel Arolygu Cymru.

Ar y cyfan, mae’r negeseuon yn gadarnhaol ac yn gefnogol o’r sector.  Canfu Estyn fod gwaith ieuenctid fel ffordd o weithio gyda phobl ifanc yn fyw ac yn iach yng Nghymru, a bod gweithwyr ieuenctid proffesiynol yn gweithio’n galed iawn i gynnal hyn, hyd yn oed wrth weithio mewn gwasanaethau targedig iawn.  Mae’r fethodoleg gwaith ieuenctid hon yn cynnig rhywbeth arbennig iawn i’r gwasanaethau hynny, sy’n eu helpu nhw i helpu pobl ifanc i gyflawni, yn enwedig mewn rhai o’r amgylchiadau mwyaf anodd a difreintiedig.

Fodd bynnag, mae llawer o waith i’w wneud o hyd i sicrhau bod pobl ifanc yn cael y gwasanaethau y mae arnynt eu hangen ac y maent yn eu haeddu.  Yn anad dim, mae angen i’r sector gytuno sut mae’n cynllunio ar gyfer gwasanaethau, yn blaenoriaethu ei waith ac yn cynnal ethos gwaith ieuenctid yn yr holl wasanaethau cymorth ieuenctid, i wneud yn siŵr bod hawliau pobl ifanc yn cael eu diogelu.

Dyma’r negeseuon allweddol o’r adroddiad:

·         Mae gwasanaethau cymorth ieuenctid yn wasanaethau addysgol.

·         Mae’r sylfaen statudol ar gyfer gwasanaethau cymorth ieuenctid i’w gweld mewn deddfwriaeth addysg, yn dechrau gyda Deddf Addysg 1944 ac yn fwy diweddar yn Neddf Dysgu a Sgiliau (2000), a chaiff ei hehangu ymhellach yn arweiniad statudol Llywodraeth Cymru, Ymestyn Hawliau (2002).

·         Caiff gwasanaethau cymorth ieuenctid eu diffinio’n fras yn y ddeddfwriaeth ac yn Ymestyn Hawliau, ac maent yn fwriadol yn cwmpasu nid yn unig gwasanaethau ymyrraeth â ffocws, ond hefyd y gwasanaethau a ddarperir yn draddodiadol trwy wasanaethau ieuenctid awdurdodau lleol a’r sector gwirfoddol.

·         Mae Ymestyn Hawliau yn gwneud gwaith ieuenctid yn ganolog i ddarpariaeth gwasanaethau cymorth ieuenctid.

·         Mae gwahaniaeth clir a dwfn rhwng ‘gwaith cyffredinol gyda phobl ifanc’ a ‘gwaith ieuenctid’.

·         Mae gwaith ieuenctid yn ffordd benodol o weithio gyda phobl ifanc, sydd wedi’i diffinio, sydd â sail foesegol glir, ac sydd wedi’i gosod yng nghyd-destun safonau galwedigaethol proffesiynol.

·         Y gwasanaethau mwyaf effeithiol i bobl ifanc, gan gynnwys gwasanaethau ymyrraeth, yw’r rhai hynny sydd â gwerthoedd gwaith ieuenctid yn sylfaen iddynt ac sy’n cael eu cyflwyno trwy gyfrwng gwaith ieuenctid.

·         Yn anffodus, caiff gwaith ieuenctid ei ddrysu’n aml â lleoliadau lle y mae pobl ifanc yn ymgasglu, neu weithgareddau a drefnir i bobl ifanc; mae hyn yn creu dryswch pan drafodir gwerth gwaith ieuenctid.

·         Mae ehangder y gwasanaethau cymorth ieuenctid sydd ar gael i bobl ifanc yn lleihau, gyda mwy o ffocws ar wasanaethau ymyrraeth ar draul cyfleoedd hamdden a chymdeithasol gwerthfawr yn y gymuned i bobl ifanc.

·         Mae gallu pobl ifanc i gael at wasanaethau yng Nghymru yn dibynnu’n ormodol ar leoliad eu cartref.

·         Er bod Ymestyn Hawliau mewn grym o hyd fel arweiniad Llywodraeth Cymru ar gyfer gwaith hwn, mae ei ddylanwad wedi lleihau.

·         Mae gwasanaethau cymorth ieuenctid ar gael trwy gyfrwng y Gymraeg a’r Saesneg; fodd bynnag, mae’r ffocws cadarnaf ar ddarparu gweithgareddau diwylliannol cyfrwng Cymraeg a llai ar weithgareddau dwyieithog, a gwaith cymorth targedig trwy gyfrwng y Gymraeg.

·         Mae’r awdurdod lleol a’r sector gwirfoddol yn cyflwyno gwasanaethau gwerthfawr i bobl ifanc ac, mewn sawl enghraifft, maent yn cydweithio’n dda mewn partneriaeth i ddarparu gwasanaethau lleol.  Fodd bynnag, yn gyffredinol, nid yw statws gwaith sector gwirfoddol yn gyfartal i statws gwaith awdurdodau lleol o ran cynllunio strategol ar lefel leol neu ranbarthol.
